As Ukraine moves toward EU membership, aligning land legislation with European norms will not only fulfill integration obligations but also create profitable opportunities for investors.

“There will likely be transitional stages for EU citizens’ access to the land market, with full liberalization over time. However, these liberal rules may not extend to non-EU foreigners and companies,” Martyn explained.


Legislative Adjustments Underway

Several crucial reforms are expected in the coming years to ensure a transparent, investor-friendly land market:

  • Clarification of land auction rules for confiscated and arrested assets.

  • Upgrading the cadastral system with full digitization and reliability.

  • Replacing outdated land valuation methods with a modern system based on market value, which will also align taxation with real economic indicators.

  • Regulating transactions with land plots in temporarily occupied territories to simplify inheritance and non-market operations, ensuring legal continuity.


Investment Outlook: Rising Prices and Rental Value

Experts forecast that land prices and rental rates will grow by 5–10% in the next year, supported by:

  • Increased demand for agricultural land,

  • Limited supply of high-quality plots,

  • Alignment with European valuation practices.
