Ukraine’s Ministry of Digital Transformation Developing 5 AI-Based Products

The Deputy Prime Minister for Innovation, Education, Science, and Technology Development – and Minister of Digital Transformation, Mykhailo Fedorov, announced that the government is currently working on five AI-powered solutions

These initiatives aim to make the state’s operations more efficient while providing citizens with faster and more transparent digital services.

Below is an overview of the five AI products under development:


1. AI Chatbot “Natalka”

  • What it does: Already in operation, Natalka assists potential partners integrating with the “Diia” platform.

  • How it helps: The chatbot processes basic requests and helps choose the appropriate integration path before transferring the case to a real human specialist.

  • Impact: Over 2,300 requests handled in just five months, reducing managers’ workload by nearly 30%.


2. AI Assistant in “Diia”

  • Planned release: Coming soon to the “Diia” web portal.

  • Functions: Will help users find the correct service for specific life situations and answer common questions online. This should further streamline public service access for citizens.


3. AI for Job Descriptions

  • Purpose: Speeds up the creation of clear, organized job postings.

  • Versatility: Capable of adding a creative twist to job descriptions if needed, making them both detailed and engaging.


4. AI for Regulatory & Legal Analysis

  • Current Stage: Under testing within the Ministry’s team.

  • Main Task: Assists lawyers by analyzing legislation and uploading data into a centralized system.

  • Outcome: AI tools have processed 35% of legal acts within 72 hours, significantly speeding up review and compliance processes.


5. AI for Comparing European & Ukrainian Legislation

  • Role: Automates analysis of EU laws and compares them with Ukrainian regulations.

  • Benefits: Simplifies the legal harmonization required for European integration, making it quicker for Ukraine to align with EU standards.


Toward a National LLM

Minister Fedorov also mentioned that once Ukraine’s national Large Language Model (LLM) is ready, the Ministry plans to launch even more AI solutions. He emphasized that integrating artificial intelligence into government workflows can:

  • Boost efficiency in public services

  • Reduce bureaucracy for citizens and businesses

  • Create more transparent, reliable digital service channels

“AI helps the state work more efficiently and helps Ukrainians receive services more transparently and without unnecessary complications. With the upcoming national LLM, expect even more AI-based tools,” Fedorov noted.

With these five initiatives, Ukraine’s Ministry of Digital Transformation is pushing the boundaries of how AI can optimize public administration and improve day-to-day services for millions of citizens.
