Growing Demand for Foreign Labor
The demand for foreign workers in Ukraine is steadily increasing as local businesses face an ongoing labor shortage. According to Dmytro Degtyar, co-founder of HRD-club, Ukrainian companies are actively attracting foreign specialists to maintain operations in critical sectors.
“We are expecting this flow. It will not be massive, but it is already there,” Degtyar said, noting that Ukrainian businesses are beginning to adapt to the new realities of the labor market.
Who Employers Are Hiring
Foreigners are most often recruited for manual and technical positions — including:

laborers and factory workers,

drivers and welders,

logistics and warehouse specialists.
According to HR experts, most foreign workers currently come from India and Bangladesh, where local agencies are forming channels of cooperation with Ukrainian employers.
Bureaucratic and Security Challenges
Despite the growing interest, official registration procedures remain slow and complicated. Degtyar notes that obtaining all necessary permits for foreign workers takes around six months, creating obstacles for companies that need to fill vacancies urgently.
Another factor limiting inflows is security concerns and Ukraine’s unstable economic environment due to the ongoing war. Many potential migrants still prefer destinations within the European Union, where Ukrainian refugees are being encouraged to stay with favorable living and working conditions.
Outlook
Experts predict that while the influx of foreign labor will remain moderate, its importance will continue to grow as Ukraine rebuilds its economy and industrial base. Simplifying employment procedures and improving safety guarantees could make the country a more attractive destination for international workers in the coming years.
