Ukraine's state-owned defense concern Ukroboronprom has signed a series of strategic cooperation agreements with major European defense manufacturers Rheinmetall (Germany) and Escribano Mechanical & Engineering (Spain). These partnerships are set to enhance Ukraine’s military production capabilities and boost the localization of advanced defense technologies.
Deeper Cooperation with Rheinmetall: Ammunition Production in Ukraine
Ukroboronprom and Rheinmetall have formalized a new memorandum of cooperation, laying the groundwork for a second joint venture in Ukraine. The focus of this initiative is the local production of artillery ammunition, a move that will help secure a stable supply of critical military resources for the Ukrainian Armed Forces.
This collaboration builds on existing cooperation between the two companies. In 2023, Ukroboronprom and Rheinmetall launched a facility in Ukraine to repair Western military equipment, with the long-term goal of transforming it into a platform for the production of components and weapon systems.
Partnership with Escribano Mechanical & Engineering: Licensed Production of Combat Modules
In a parallel development, Ukroboronprom signed a memorandum of understanding with Escribano Mechanical & Engineering, a Spanish firm renowned for its high-tech combat modules used across NATO-standard and legacy armored vehicles.
Under the new agreement, the parties will:
-
Provide technical maintenance and repair of Spanish combat modules in Ukraine;
-
Cooperate on the joint development of new weapons systems;
-
Organize licensed production of Escribano modules at Ukrainian defense facilities.
These modules are already integrated into both Western and post-Soviet armored vehicles used by Ukraine’s military, making localized support and production both cost-effective and strategically important.
Strengthening Ukraine’s Defense Industry Through EU Cooperation
These agreements mark a significant step in Ukraine’s defense-industrial localization strategy, allowing for:
-
Greater self-sufficiency in weapons production;
-
Integration of EU defense technologies;
-
Long-term economic and security benefits for Ukraine.
“These partnerships allow Ukraine not only to strengthen its battlefield capabilities but to position itself as a future center of European defense production,” stated a Ukroboronprom spokesperson.
Conclusion
Amid continued Russian aggression, Ukraine is strategically leveraging international partnerships to build a resilient and modern defense industry. Cooperation with Rheinmetall and Escribano represents a forward-looking model of joint production, localization, and technological advancement—one that will continue to shape the country’s defense landscape for years to come.
