Ukraine has established a unified framework for cooperation with international partners through Brave International. The government decision creates common rules for current and future initiatives, including UNITE Brave NATO and programs with Norway, France, Germany and Lithuania.
The framework is designed to accelerate joint grant competitions. Ukrainian defense companies, foreign developers and startups will be able to submit technologies that address current battlefield requirements. The first international programs and support instruments already have a combined budget exceeding one hundred million euros.
How the international programs will work
Joint funds will be based on equal contributions from Ukraine and the partner country. Parity supervisory boards and expert commissions will evaluate applications, while competitions will remain open to companies from both jurisdictions. Every selected product must undergo testing and verification in Ukraine through the existing Test in Ukraine platform.
The initiative has three priorities: finding relevant technology for the Defense Forces, attracting more capital for Ukrainian defense startups, and integrating Ukraine’s defense technology ecosystem into the global market. Brave1 is expected to launch the first competitions under the new procedure shortly.
For developers, Brave International creates a clearer route from prototype to validated product and international financing. For partner countries, it offers access to Ukraine’s unusually fast cycle of development, field testing and operational feedback.
