Development of Ukrainian Transport Infrastructure

For the second year in a row, the European business association is conducting the infrastructure index — a study of the general state of transport infrastructure development in Ukraine

This year, the integral indicator of the index was 2.76 points out of 5 possible and showed growth. Last year, the indicator of the index was 2.58 points.

The level of railway, road, sea, river and air transport development was analyzed according to four criteria: legislation and government policy, investment activity, transport monopolists/government agencies and transport logistics.

Best of all, the association rated the work of air transport, which received 3.15 points out of 5 possible,

Air transport

For the second year in a row, the highest and practically unchanged assessment from the experts of the association is received by the development of air transport — 3.15 points against the previous 3.17. The respondents rated the level of investment activity in the industry as three, and all other criteria received 3.2 points out of 5 possible.

Further development of the aviation industry in Ukraine requires a program to develop and modernize regional airports, create a State fund to finance airports' development and implement the agreement on joint aviation space with the EU. To do this, first of all, the business expects the adoption of amendments to the State target program for the development of airports for the period up to 2023 and the adoption of legislative acts that should resolve the critical aspects hindering the development of airports (60% of respondents think so, respectively).

Road transport

The assessment of the state of the road infrastructure has slightly increased in comparison with the previous period — up to 2.96 points (2.6 last year). Points were given to legislation, government policy and transport logistics, and the survey participants rated the investment activity in the industry best of all — at 3.05 points, which is already a neutral value.

The most anticipated changes for the development of road transport in Ukraine are an increase in the quotas of permits for international cargo transportation, the development of infrastructure to improve traffic safety, and attracting private investment in the road industry.

The survey participants attributed the new legislation on road transport and the Law on multimodal transportation to the most expected by business regulations (48%).
