From pilot service to permanent infrastructure
Ukraine is turning the ePermit system from a pilot project into a permanent digital channel for business licensing and declarations. The government decision gives the service a stable legal basis and expands the logic of submitting declarations, licenses and future appeals through Diia. For business, this is important because permit procedures often decide how quickly a company can start or expand regulated activity.
The updated framework covers tourist operator licenses, veterinary practice, cultivation of narcotic and psychotropic plants for medical purposes, labor protection declarations and some National Bank conclusions on currency settlements. The list is technical, but the direction is strategic: reduce manual contact, make status tracking clearer and standardize the path from application to decision.
Integration will decide the real effect
Ministries and agencies received deadlines for integration with state registers, including company, sanctions and other databases. Some bodies must move quickly, while broader integrations may take up to twelve months. The Ministry of Economy will also have to announce technical readiness after the necessary components are prepared.
The pilot already processed more than twenty-two thousand declarations and more than three thousand license applications, while businesses reportedly saved twenty-five million hryvnias on labor protection declaration registration. The next challenge is reliability: if integrations work smoothly, ePermit can become a quiet but important productivity tool for entrepreneurs and investors dealing with Ukrainian regulation.
