The Cabinet of Ministers approved a draft law amending the Law on the Natural Gas Market to implement EU Regulation 2017/1938 on security of gas supply and to replace the previous regulation 994/2010.
The draft updates and aligns key terms with EU standards and defines a competent authority responsible for gas supply security. It also sets requirements and procedures for developing, approving and monitoring a Preventive Action Plan and an Emergency Action Plan for crisis situations.
The law introduces procedures for determining target storage fill levels and monitoring compliance with the schedule. It also regulates the declaration and termination of crisis situations, including cooperation with the Energy Community and other states.
Separate provisions establish mechanisms of interaction with the Energy Community Secretariat and legal responsibility for violations of gas supply security requirements.
