Indian pharma companies are invited to produce ingredients in Ukraine

Lawmakers and industry representatives discussed local production, regulation and industrial park opportunities

Ukraine is encouraging Indian pharmaceutical companies to consider local production of active pharmaceutical ingredients. The topic was raised during a meeting between the Verkhovna Rada health committee, representatives of Indian pharmaceutical manufacturers and the Embassy of India.

The discussion focused on the practical conditions for investment: regulation of the medicines market, transparency of procedures, approximation to European approaches and the future role of a national pharmaceutical regulator. Ukraine’s new law on medicines is expected to operate fully from January 2027, including the launch of the Ukrainian Pharmaceutical Agency.

Localization as an industrial project

For Ukraine, production of pharmaceutical ingredients is not only a health policy issue. It is also an industrial and investment question. Localization can reduce dependence on external supply chains, create skilled jobs and support pharmaceutical manufacturing inside the country.

Industrial parks were discussed as one possible platform for such projects. They can provide infrastructure, land planning and a clearer investment framework for companies that need regulated production sites and predictable logistics.

The Indian pharmaceutical sector has significant manufacturing experience, while Ukraine needs stronger domestic capacity and closer alignment with international standards. If cooperation moves from dialogue to projects, it could become one of the practical links between health security and industrial recovery.
