Memorandum focuses on transparency, investment and clear rules for rebuilding

Ukraine’s Ministry for Communities and Territories Development and the Business Ombudsman Council signed a memorandum on cooperation for the country’s recovery. The parties agreed to align public sector and business efforts around transparent rebuilding mechanisms and investment attraction.

The memorandum sets out joint work on predictable rules for private participation in recovery projects, better tender transparency, and feedback on regulatory barriers. The goal is to make reconstruction projects clearer for investors and easier for communities to implement.

Priority financing gaps remain in energy, transport infrastructure and housing, which directly affect economic resilience and basic living conditions. The cooperation is intended to improve coordination in these areas and to strengthen institutional dialogue with business.

Planned activities include joint initiatives at international, national and local levels, the creation of working groups, preparation of legislative changes, and advisory support for communities and companies.

The memorandum was signed by Deputy Prime Minister for Recovery and Minister Oleksii Kuleba and Business Ombudsman Anka Feldhusen.
