Digital Transition in International Freight Transportation
Starting November 1, 2025, Ukraine will begin using a new ECMT digital permit system for international cargo transportation.
The initiative, coordinated by the Ministry of Development of Communities, Territories and Infrastructure, marks a major shift to fully electronic management of cross-border trucking operations under European Conference of Ministers of Transport (ECMT) rules.
The system will replace paper-based permits with a secure, unified digital platform — simplifying trip registration, reducing errors, and speeding up control procedures at border crossings.
Transition Period and Data Requirements
To ensure smooth adaptation, participating countries agreed on a three-month transition (tolerance) period. During this time, regulatory authorities across all ECMT member states will apply a lenient inspection policy for technical or procedural mistakes.
However, the Ministry of Development emphasizes that carriers must carefully and accurately fill in every transportation entry in the system.
🧭 Key operational rules for carriers

Trip start: Data must be entered on the day of loading, no later than 25 hours after the start of the trip.

Trip end: Information must be entered within 12 hours after arrival at the destination.

Cancellations: A trip can only be canceled before crossing the first checkpoint.

Mixed permits: If an ECMT permit is used along with a national or single-country permit (e.g., transit), its number must be specified in the “special notes” field.

Cross-year trips: If a trip starts in 2025 and ends in 2026, the data must include the 2025 quota permit number in “special notes.”
Integration with Ukrtransbezpeka and Data Exchange
Ukraine also proposed to the International Transport Forum (ITF) Secretariat the integration of APIs between the ECMT system and Ukraine’s Unified Complex of Information Systems of Ukrtransbezpeka.
This would enable real-time data exchange between Ukrainian state agencies and transport operators, reducing bureaucracy and improving monitoring accuracy.
Support and Training for Carriers
To assist businesses during the transition, the ITF Secretariat will hold online training sessions in November for Ukrainian road carriers.
The goal is to help logistics companies quickly adapt to the new digital processes and ensure smooth use of the system before mandatory implementation begins in early 2026.
