According to intelligence, the FSB was entrusted with maintaining political order in the captured cities. The Russians might use the aggressive ways to suppress conflicts, protests and resistance. Among these methods may be the repressive detention of the organizers of the protests, the forcible control of the population, as well as public punishment of the protesters.
“The temptation for Moscow to do this is very strong since it is cheap and proven methods when you have a shortage of people,” commented Sergio Jaramillo, senior adviser to the Peace Institute in Brussels.
