According to ISW, the Kherson region is a strategic territory and has the potential to decide the outcome of the war. This is the only area along the eastern part of the Dnieper where the Russians hold their positions. If the enemy army entrenched there, in the future, it would be able to use the region as a springboard for the further capture of Ukraine. Nevertheless, the Russian command threw 70% of its forces into capturing and holding Severodonetsk in the Luрansk region. It is strategically transparent that capturing part of the Luhansk and Donetsk regions will not bring Putin anything but symbolic superiority.
At the same time, the competent command of the Ukrainian army made a painful but critically correct decision: to push Severodonetsk into the background temporarily and not recapture the Kherson region.
"Ukraine should conserve its more limited resources and focus on reclaiming critical territory rather than defending territory whose control will not determine the war's outcome or the conditions for resuming the war," says ISW.
