International donors back Ukraine’s shift toward social rental housing

Pilot projects in five cities are meant to create a long-term municipal housing fund

Ukraine is beginning to build a more systematic model of social housing with support from international donors and financial institutions. The goal is not only to help internally displaced people, but also to create a long-term rental housing fund owned by communities.

Pilot projects are planned in Lviv, Zhytomyr, Mykolaiv, Kremenchuk and Kropyvnytskyi with support from the European Investment Bank, the European Commission and other partners. Financing is expected to combine grants and long-term loans.

From one-time aid to housing assets

The new approach differs from older models in which social housing was effectively transferred to residents. The government is now focusing on affordable rent, with housing remaining in municipal ownership and generating stable rental income.

The model is aimed not only at low-income residents. It can also support workers important for local development, including teachers, doctors, engineers and other specialists who do not own housing.

Separate programs, including housing certificates and vouchers for displaced people, are also shaping Ukraine’s postwar housing policy. Together, these instruments move the system from emergency compensation toward long-term, financially sustainable housing mechanisms.
