The Hague Launches an International Register of the War Damages

The register, the compensation commission and the compensation fund are the basis for the overall reparations plan for Russia

The Ministry of justice of Ukraine and the office of the president of Ukraine cooperate with the government of the Netherlands regarding the development of the register of damages in the capital of justice — the Hague. On February 17, the Dutch parliament approved the creation of a register containing a documented and assessed list of damage that Russia purposefully inflicted on Ukrainian citizens, businesses and the state itself (economy, infrastructure etc). The register will become the basis for a legal demand for reparations, which the aggressor state is obliged to pay to Ukraine.

On November 14, 2022, the UN General Assembly in its resolution proposed the creation of the first tool for further reparations — a register of damages. Both the UN and PACE supported this idea. Next, will be organised a compensation commission, which will consider each item from the register of losses, and the compensation fund will be replenished at the expense of assets confiscated in the Russian Federation.

Individual countries are already working on the mechanism of confiscation of Russian assets frozen by sanctions and their subsequent transfer to Ukraine for reparations.
