A new control layer
Ukraine is preparing to extend electronic traceability to tobacco raw materials. Draft law No. 15372-1 proposes to apply a control model already used for alcohol, tobacco products and liquids for electronic cigarettes to the earlier stage of the chain: cultivation, storage, fermentation, transportation and processing.
Every package of raw material, whether a bale, bag, box or other transport container, would receive a unique electronic identifier. The mark would include data about the producer, variety, actual weight and weight adjusted to eighteen percent moisture. For businesses, this changes tobacco raw material from a loosely documented commodity into a digitally tracked industrial input.
Fields, warehouses and transport
The reform also creates a unified register of tobacco raw material producers. It would include land plot data and satellite images, allowing declared cultivation areas to be compared with the real condition of fields. Storage and production sites would need round-the-clock video surveillance, an archive of at least thirty days, remote access for tax authorities and the Economic Security Bureau, entry-control systems and electronic scales.
Transport rules are also tightened. Raw material could move only in vehicles connected to a remote control system. If key control systems fail, movement of the raw material must stop until the systems are restored. The goal is to close gaps between harvest, storage, fermentation and entry into tobacco manufacturing.
Business impact
The bill sets serious penalties: one hundred and fifty minimum wages for missing or failed control systems and additional penalties for moving raw material outside the remote monitoring framework. Marking rules are expected to start on July 1, 2029, while growing tobacco for personal consumption within land-code limits remains outside the new obligations. For investors and producers, the signal is clear: the sector is moving toward full compliance, data control and transparent supply chains.
