Ukraine-Benelux Format: New Strategic Partnership Strengthens Security, Reconstruction and Investment Cooperation

High-level meeting in Odesa confirms Benelux commitment to Ukraine’s defense, Euro-Atlantic integration and long-term economic rebuilding

Strategic Meeting in Odesa

On August 26, 2025, Odesa hosted the first high-level meeting in the new Ukraine-Benelux format. The participants included:

  • Andriy Sybiga, Foreign Minister of Ukraine,

  • Xavier Bettel, Foreign Minister of Luxembourg,

  • Maxim Prevost, Foreign Minister of Belgium,

  • Helen Bakker, Director General for European Cooperation, MFA of the Netherlands.

The parties reaffirmed support for Ukraine’s sovereignty and territorial integrity, condemned Russia’s ongoing aggression, and pledged long-term assistance in security, reconstruction, and integration with the EU and NATO.

Key Outcomes and Priorities

The joint statement outlined several strategic commitments:

  • Security & Defense: Continued delivery of military aid, support for humanitarian demining, and coordination within NATO and EU frameworks.

  • Justice & Accountability: Support for establishing a Special Tribunal on the crime of aggression.

  • Energy & Digital Transformation: Cooperation to strengthen Ukraine’s energy resilience, digitalization, and cybersecurity.

  • Economic Recovery & Investment: Expansion of trade and investment partnerships, including infrastructure and reconstruction projects.

  • Integration: Firm commitment that Ukraine’s future lies in both the EU and NATO.

The ministers stressed that military, financial, and political assistance will continue “as long as necessary”, ensuring Ukraine’s resilience against external threats and fostering long-term reconstruction.

Investment Angle

For foreign investors, the Ukraine-Benelux format signals:

  • New opportunities in infrastructure rebuilding (ports, logistics, energy systems),

  • Priority investment in digital, green energy, and connectivity projects,

  • Stability in long-term commitments from Belgium, the Netherlands, and Luxembourg—all co-founders of the EU and NATO, which ensures alignment with European funding mechanisms,

  • A reinforced role for Ukraine as a strategic partner in European supply chains.

Already, Benelux countries have backed Ukraine with €10M in IT equipment deliveries this summer, a tangible example of their role in technological modernization.

Conclusion

The Ukraine-Benelux format is more than diplomacy; it is a strategic platform for reconstruction and investment, aligning Ukraine with some of Europe’s most established political and economic unions. For global businesses, it opens doors to secure, EU-backed cooperation in Ukraine’s recovery and positions Odesa as a symbolic hub of international support and partnership.
