Ukraine revises budget with record defense spending and EU support

Security, weapons procurement and winter resilience dominate the new fiscal priorities

Ukraine’s parliament has adopted changes to the 2026 state budget, sharply increasing the resources directed to defense and security. The revision is built around major support from the European Union under the Ukraine Support Loan program and reflects the state’s wartime priorities.

Defense and security spending is being expanded by 1.56 trillion hryvnias, bringing the total to 4.367 trillion hryvnias. The budget also includes major allocations for military pay, procurement of weapons, equipment and ammunition, a reserve for the security sector, winter resilience of regions and the state reserve fund.

Defense spending and fiscal stability

The Ministry of Finance says total budget revenues are rising mainly because of European support. At the same time, the deficit is expected to decline from 18.5 percent to 12.1 percent of gross domestic product, which is important for macroeconomic stability and cooperation with international partners.

The decision shows that Ukraine is trying to combine two tasks: maintaining defense capacity and keeping public finances predictable. For business and regional authorities, this matters because budget stability affects procurement, infrastructure, energy resilience and the broader recovery environment.

The European financing also underlines the role of Ukraine’s partners in covering wartime needs. The budget revision is therefore not only about numbers, but about the structure of state priorities: security first, regional resilience next, and financial discipline as a condition for continued support.
