Ukraine has opened public discussion of two draft national standards for cement producers. The documents are being developed as Ukrainian versions of European standards and are intended to help the sector move closer to EU technical rules.
The initiative was launched by the Ukrainian cement producers association Ukrcement, with experts from Living Planet and the Institute of Environmental Management and Balanced Nature Use involved in preparation. The work is part of the 2026 national standardization program and the activity plan of technical committee TK 305 for building materials and products.
Composite cement and recycling
The first draft concerns Portland composite cement CEM II/CM and composite cement CEM VI. The second focuses on cement made with recycled construction materials. Both directions are important for a market that must modernize, reduce environmental pressure and prepare for closer integration with European construction rules.
The drafts are being prepared by translation in a way that keeps them identical to the corresponding European standards. This should make compliance clearer for manufacturers and create a more predictable regulatory environment for future investment.
The public discussion began after publication by the national standardization body and lasts sixty calendar days. Producers and market participants can request the draft documents and submit comments. For the industry, participation matters because the standards will influence product lines, quality control and the use of recycled materials in construction.
