On December 23, 1993, a cooperation agreement was signed in Turkmenistan by the Commonwealth of Independent States. It prescribes the conditions for a special regime for crossing the borders of the CIS states by its resident members, simplifying cross-border requirements, a special customs regime and bonus travel options.
In order to protect the state, Ukraine decided to withdraw from the agreement and transfer the border crossing conditions for CIS residents to a standard regime without special simplified conditions.
As a reminder, this is not the first agreement with the CIS in which Ukraine revised its role and made a decision to denounce:
Agreement on civil aviation and the use of airspace

Mountain charter of the CIS states (nuclear and electricity, coordination of interstate relations)
