Ukraine introduces procedure to change agricultural land designation

Switch to industrial or energy use can now take 1.5 to 2 months

Changing the designation of agricultural land to industrial use used to mean corruption, heavy bureaucracy, and pressure on entrepreneurs. The process could take from one to three years.

A transparent procedure is now in place and typically takes about 1.5 to 2 months instead of up to 36 months. In regions leading implementation, bribery has largely disappeared, though some communities still do not use the new process.

With the need to build new energy facilities before the next winter, the simplified procedure should help communities that are working on energy independence.

Methodical materials were prepared as a step by step algorithm that covers every stage, from submitting an application to receiving a motivated conclusion, so the process can be uniform across all regions.

The materials have been sent to regional military administrations, which will forward them to local urban planning and architecture bodies for practical implementation.

The simplified procedure applies outside settlements and in areas without approved urban planning documentation, covering conversion from agricultural land to industrial and energy purposes.

The focus now is not only on adopting legislation but on consistent implementation in practice.
