Ukrainians are becoming more active buyers of luxury housing on the primary market. Market participants say the share of premium property in investment purchases has risen to around 18-20 percent, compared with no more than 10 percent before the full-scale war.

The shift is not only about higher budgets. Buyers increasingly evaluate the full residential environment: security, private territory, backup infrastructure, service quality, recreational areas, transport access and the long-term prospects of the district.

From square meters to a complete environment

Experts note that premium housing is more often treated as an investment in safety and lifestyle. Investors are not simply choosing the lowest entry price. They analyze whether the project can remain attractive for resale or rent, whether the developer has a strong reputation and whether all permits are in order.

Entry thresholds differ sharply by class. Economy and comfort-class units require a much lower budget, while business-class and premium properties demand larger commitments. In high-quality projects, the value can rise between the early construction stage and completion, but this outcome depends on location, construction pace, competition and general market conditions.

For developers, the trend means that a clear concept matters more than a decorative premium label. Buyers are looking for reliable management, security solutions, services and infrastructure that can preserve demand even during uncertainty.
