A two-year pilot project creates a legal mechanism for local authorities, military administrations and private companies to repair damaged housing and utility networks

Ukraine is launching a two-year experimental project to create national recovery brigades. The mechanism was introduced by Cabinet of Ministers Resolution No. 909 of July 8, 2026, and is aimed at faster emergency repairs of damaged life-support infrastructure during martial law.

The project focuses on practical work that communities need immediately: repairs to damaged housing, heat supply networks, water supply systems and other critical facilities. The model allows private legal entities with equipment and specialists to join emergency work together with local authorities, military administrations and JSC Ukrzaliznytsia.

How the mechanism will work

Participants in the project will include military administrations, local self-government bodies and enterprises that have the necessary machinery, materials and trained workers. The brigades must maintain round-the-clock readiness and start work after decisions by the relevant commissions.

Financing may come from the state budget, local budgets and the resources of the participating companies themselves. The Ministry for Communities and Territories Development will coordinate the process, which should reduce delays between damage assessment and actual repair work.

Why it matters for business and recovery

The new format gives business a formal role in emergency reconstruction, not only as a contractor but also as a participant in a coordinated public recovery system. For regions affected by attacks, this can mean faster stabilization of water, heat and housing services.

For investors and construction companies, the experiment is also a signal that Ukraine is building more structured recovery procedures. If the model works, it can become a basis for larger public-private reconstruction projects after the pilot period.
