New digital rules change customs procedures for carriers moving goods through European borders

Ukraine is switching to NCTS Phase 6 from 22 June, updating the digital system used for common transit with the European Union. The change is part of Ukraine’s deeper integration into European customs infrastructure and affects carriers that move goods through EU border routes.

Because of the technical transition, the electronic transit system is unavailable for several hours on the launch day. Declarations that were not completed before the interruption must be submitted again after the service resumes.

What changes for carriers

The updated system simplifies procedures for carriers moving through Poland and Slovakia. A combined transit declaration with safety and security data can replace a separate entry summary declaration to ICS2, reducing duplication for some routes.

For routes through Romania and Hungary, the rules remain more complex. Carriers still need the entry summary declaration together with the T1 transit declaration, and the information should be submitted before arrival at the border.

The transition will require attention from logistics companies, customs brokers and exporters. In the short term, it may create operational pauses, but the long-term goal is clearer digital exchange with EU customs systems and faster movement of goods.
