Deputy head of the office of the president Yuliia Svyrydenko said that all local communities in Ukraine by the end of this year must create regional plans for the management of solid household waste, which was decided at a meeting of the national security and defense council.
As it is noted on the president's website, at a meeting of the congress of local and regional authorities with the participation of the president of Ukraine Volodymyr Zelenskyy, Svyridenko said that negotiations are underway with representatives of Scandinavian countries, which high expertise in the construction of modern waste processing plants. She added that investors should receive market tariffs and transparent cooperation with local authorities.
462 million tons of waste were generated in Ukraine last year, and 10 million tons of solid household waste are accumulated annually. In addition to this, there are 33 thousand unauthorized landfills in Ukraine.
Zelenskyy also noted the importance of the issue of waste management, since only 4% of municipal solid waste is sorted in Ukraine at overfull and illegal landfills.
The task of the state is to create a model that would stimulate a different approach: to build marshalling yards at the expense of communities or at the expense of the state. “We must come to a point where as much as possible waste would present secondary raw materials ... 100% of the waste should be recycled, 0% — buried,” said Andryi Malevanyy, head of the state environmental inspection of Ukraine.
The only incineration plant in Ukraine Enerhiya (Kyiv) is profitable due to the fact that it has the ability to sell heat and hot water to residents of the capital. But such a model is possible if any investments in such an enterprise are not made. “Capital investments in its construction should be taken into account, either way it will not work,” claims Malevanyy.
