Ukraine’s parliament has adopted a law on railway interoperability, bringing the sector closer to European safety and technical compatibility standards. The reform is designed to align Ukrainian rail transport with European Union requirements and with commitments linked to international financing.
The law introduces a risk management approach to railway safety. It also changes the rules for admitting locomotives, rolling stock and train drivers to operation on rail infrastructure.
New rules for rolling stock and drivers
For train drivers, the reform introduces a European-style system of certification and access to infrastructure. For owners of rolling stock, it strengthens responsibility for safe technical condition and maintenance under updated technical regulations.
The implementation is expected to begin three years after the law is officially published. This transition period gives carriers, infrastructure operators and industrial shippers time to prepare for new compliance requirements.
The reform is also connected to Ukraine Facility financing and wider railway modernization. For business, interoperability is not only a legal term. It affects freight mobility, access to European corridors, rolling stock renewal and the ability to move cargo with fewer technical barriers between Ukraine and the EU.
