Climate change, state support, and defense industry needs drive Ukraine’s efforts to cultivate cotton for strategic purposes

Cotton as a Strategic Crop for Ukraine

Ukraine is entering its second year of experimenting with domestic cotton cultivation, with a strategic goal: building supply chains for gunpowder production. Climate change, particularly in southern regions such as Kherson, Mykolaiv, and Odessa’s Prydunavye area, has created favorable conditions for this crop, shifting the climate zone by nearly 100 km north.


Advantages of Cotton in Wartime Agriculture

According to agricultural experts, cotton can be grown on unirrigated lands and in territories contaminated by military operations. It can remain productive for up to four years in one location without yield loss, making it a promising wartime crop.

Tests on six varieties this year have shown yields of 1.5–3 tons per hectare, which matches the optimal output for Ukrainian conditions. However, specialists stress the need for at least 3–5 years of trials to reduce risks.


Economic Incentives and Market Demand

The Ministry of Agrarian Policy has introduced 10,000 UAH per hectare in state compensation for cotton growers, covering about half of the cultivation costs. In 2024, about 20 companies expressed interest in sowing cotton.

Experts emphasize the need to develop the entire production chain, from cultivation to processing, ensuring either a stable domestic market or export opportunities.


Defense Sector Demand

Ukraine’s defense sector requires 10,000 tons of pulp annually for gunpowder production. Meeting this demand will require about 30,000 hectares of cotton fields.

MP Stepan Chernyavsky projects that in the first stage, Ukraine could reach 20,000 hectares by next year, with primary processing facilities in Ukraine and final gunpowder production likely in cooperation with European partners.

The focus for the coming years will be on:

  • Expanding cultivation areas

  • Securing long-term state support

  • Establishing processing capacity

  • Integrating cotton into defense industry supply chains

If successful, Ukraine could significantly reduce dependence on imported raw materials for gunpowder, while creating a new agricultural niche in the country.
