Ukraine extended the Affordable Loans 5-7-9% program for farmers until March 31, 2027, keeping it as a key support tool for the agricultural sector.
Spring sowing is taking place under price volatility for inputs such as fuel and mineral fertilizers, with daily swings adding uncertainty. The program allows farmers to receive up to $90 million in financing, covering not only spring sowing but also harvest and autumn field work.
In frontline areas, electronic warfare systems are being introduced to protect machinery and workers. If security conditions are critical, fields are temporarily not sown.
For demining, the full compensation program continues in 2026. In 2025 it enabled clearance of more than 30 thousand hectares of agricultural land.
The 2026 state budget includes 60 million UAH for agricultural insurance for the first time. The state will compensate up to 60% of the insurance premium for frontline communities and up to 45% for other regions.
Small farms with up to 500 hectares also have access to additional state guarantees through the Partial Credit Guarantee Fund to ease access to bank financing.
