Ukraine’s Ministry for Communities and Territories Development presented bill No. 14344 as a full reset of maritime safety governance and navigation administration. The reform is positioned as a response both to EU integration obligations and wartime security pressures.

Institutional redesign at the core

The bill separates roles that previously overlapped, with the ministry as policy coordinator, the Shipping Administration as regulator and supervisor, port captains focused on in-port safety, and the Ukrainian Sea Ports Authority operating as an economic entity.
