Ukraine prepares direct electricity contracts for business

Companies that cover most of their own demand may gain more stable prices and protection from outages

Ukraine’s Energy Ministry is preparing a mechanism that would allow companies to buy electricity directly from producers. The idea is to let businesses sign direct contracts with power plants, bypassing part of the general market and creating a more predictable supply model for industrial consumers.

The initiative is linked to local generation. Companies that invest in nearby gas-piston or gas-turbine units could receive more stable prices and reduce the risk of production shutdowns during electricity shortages. For energy producers, such contracts create a clearer demand base for building small stations near specific factories.

Incentive for local generation

The government is preparing special conditions for companies that provide at least 60 percent of their electricity needs on their own. Such enterprises would not be disconnected from the grid even during national capacity deficits. For manufacturers, this can change the economics of investment in backup and distributed generation.

The mechanism has three practical goals. It gives factories better visibility on energy costs, reduces pressure on the national grid and encourages new capacity closer to consumers. In wartime conditions, local generation also lowers the risk that one damaged network element can stop a large production chain.

Business interest is already visible. Over the past year, the energy regulator issued 259 new licenses in the electricity sector, showing that companies are ready to invest in their own sources of power. Direct contracts could make those investments more bankable if the legal framework is clear.

The policy will not solve all energy risks. Fuel supply, equipment imports, grid connection and protection of generation assets remain important constraints. But for industrial firms, the ability to combine direct power purchase agreements with local generation may become one of the most practical tools for keeping production active during future shortages.
