Ukraine debates a new tax for electric vehicle owners

Parliament debates how to fund road infrastructure fairly

Ukraine’s electric vehicle market has expanded rapidly thanks to preferential customs treatment and the absence of fuel excise. Lawmakers are now discussing a dedicated tax mechanism for EV owners, which could reshape the car market.

MP Yurii Kamelchuk said the main driver is the sharp growth in the number of EVs, from about 20,000 a few years ago to nearly 300,000 today. The concern is that EV owners use the same roads but do not contribute to the Road Fund through fuel excise, unlike owners of combustion vehicles.

Officials say the idea is still at the concept stage. Options under discussion include an annual fixed fee, a registration charge, or a surcharge embedded in commercial charging services.

Infrastructure needs and budget pressure are pushing the debate, but no draft law has been registered yet. For now, the message is that the era of fully tax‑free road use for EVs may be nearing its end.
