Ukraine prepares national foodbanking system

The model would redirect safe unsold food from retailers and producers to vulnerable people instead of sending it to waste

Ukraine is preparing to launch a foodbanking system that would redirect safe unsold food from businesses to people who need support. The initiative is being developed by the government together with the Ukrainian Federation of Food Banks and is expected to require new legal, tax and environmental rules.

The idea is practical: food that remains fit for consumption should not automatically become waste. Producers and retailers would transfer such products to food banks, which would sort, store and assemble food parcels or ready meals for socially vulnerable groups.

From voluntary charity to system

Food donation already exists in Ukraine, but mostly as voluntary practice. The state now wants to turn it into a predictable mechanism. This could include a separate law on food banks, tax incentives for companies, clearer shelf-life rules and obligations for large retailers to transfer safe unsold products.

The economic case is strong. Millions of tonnes of food may be discarded each year, including products that could still be used. At the same time, millions of Ukrainians need humanitarian assistance, including displaced people, pensioners and people with disabilities.

For business, foodbanking can reduce disposal costs and improve social responsibility without weakening food-safety standards. The key condition is control. Food banks would need proper storage, sorting, cold-chain logistics and accountability for product quality.

If implemented well, the system could reduce food waste, ease pressure on public support programs and create a more modern relationship between retail, producers and social infrastructure. For Ukraine, foodbanking is not only a charity mechanism. It is a logistics and governance tool that can turn surplus into social value.
