Ukraine launches new public procurement rules aligned with EU standards

The reform changes tender tools, localization rules and access for smaller companies

Ukraine has formally launched a new stage of public procurement reform after President Volodymyr Zelenskyy signed the updated procurement law. The law is part of Ukraine’s alignment with EU rules and is also linked to World Bank policy support.

The new framework will not take effect immediately. Authorities have nine months to prepare secondary regulations, while the Prozorro team must implement technical tools in the system, from alternative bids to dynamic purchasing systems.

What changes for tenders

The reform harmonizes procurement with EU directives and introduces instruments such as innovation partnerships and dynamic systems. It should make procedures more competitive, reduce room for abuse through exceptions and give smaller regional companies better access to large tenders divided into lots.

The law also adjusts localization rules for public purchases, including some civilian goods for defense needs. The list covers items such as protective equipment and mechanized demining systems, while production cost becomes a basis for calculating localization.

For business, the reform matters because procurement is one of the largest public markets in the country.

The main risk is implementation. Transparent rules on paper will only work if digital tools, control procedures and buyer training are ready before the law enters into force.
